CapsLock Notification stops metyping for 3 seconds SVT1311X9ES

Everytime  I press CapsLock, NumLock or Scroll Lock a window pops up above the system tray to say CapsLock:ON etc and grabs the focus for 3 seconds this is bloody annoying.

I've tried everything I can think of - disabling balloon tips and easy access options.

I've googled and tried all sorts of solutions but nothings worked.
