Oreo - How to organize applications?

Before updating to Oreo I was able to go into Applications and group my icons into folders, move the icons around.

But now after the updates I cannot do it anymore!!

I've set the order of applications to Custom ordering.

But every time I hold an icon, it shows me a popup menu and then if I hold it again, takes me to the main screen, to put the icon there. That's not what I want.

Anybody know how it can be done in Oreo?

Found it!

There's an option in settings to add icons directly to the main screen.

After disabling it, I can organize my application icons.
