Hi @ZASquire, let me see if I can help out here.
As @alexdon mentioned, you seem to have activated a feature for visually impaired users called Talkback. In order to deactivate Talkback, please follow the steps below.
- Drag the status bar downwards with two fingers.
- Tap the gear icon and then double-tap it.
- Using two fingers to scroll through the menu, find and tap Accessibility, then double-tap Accessibility.
- Tap TalkBack, then double-tap TalkBack.
- Tap the switch beside On or TalkBack once, then double-tap the switch.
- Tap OK, then double-tap OK to confirm.
9 out of 10 times this mode is activated by pressing the volume key in both directions simultaneously. If you want to deactivate this shortcut, find and tap Settings > Accessibility > Volume key shortcut > Turn off.
Let me know if that helped!
