Sony XF9005 HDMI3/ARC Port Supports PC or Laptop Connections..?

hey guys..

this port supports laptop connection..? the other all ports working fine but when i use this port for my laptop connection i have blinking problem.. is this normal for ARC port..? or my ARC port is damaged or not working..?

btw my tv's android version is Nougat ( 7) .. is anyone who has android 7 can chcek the Laptop or Pc connection over ARC port..?
