I have been trying to upgrade my tablet to Jelly Bean 4.3 but the local internet where I am in Malaysia indicates a download time of approximately 36 hrs!
The internet is also not reliable for a period of that length of time - Is there a method of using a download manager to obtain the files and installing from the computer rather than directly from the web?

Best thing is head over to xda fourms, you can download the firmware, and the flash tool you require to flash your Xperia Tablet Z...

It's better not to upgrade to android 4.3 because it only brings new problems to your tablets... Some of the problems are screen flickering, keyboard flickering, notification bar does scroll down at times, and a few more to add.. I hope atleast the next upgrade eliminates these problems and doesn't add anymore ....
